Currently you can’t mount up to flying mounts in Dalaran.
In Cata you were able to use them.
You can still fly in Dalaran if you mount up to a flying mount outside of Dalaran.

Working as intended. Dal is mostly a no fly zone in Cata classic as well. You can mount at the landing near the FP however.

[Dalaran] is no longer a no-fly area.
You should be able to mount and fly anywhere in Dal during Cata.

All you can (and should) do is report a bug and move on!
I’m sure it is on their radar of many things broken and not yet implemented properly! 
They can and should do both, report ingame and on the forums. The devs do read the beta forums and may help raise awareness to get issues corrected. They just don’t often reply here.
