I just got finished with the Stormstout Brewery dungeon to complete my Noodle Cart quest only now I am stuck in the dungeon with no way to get out. There is no leave instance option, nor is there anyone to teleport me back to the dungeon entrance. So WTFIHBB-Q?

Sorry but you’re going to have to run back to the entrance or hearth out.
There is no way to run back to the entrance, hence why I put this issue here on the bug forums. Yeah I can Hearth out but that is such a pain in the backside when I Should be able to walk out.

You’re supposed to be able to run back out. There is a reported bug that if you kill Hoptalus (2nd boss, big Virmen) too fast, the script for closing and opening the encounter area door bugs and only closes the door. If you wait for a good slow 5-count (at least 5 seconds) between engaging the boss and killing him, the script has enough time to close the door and then re-open the door after the fight ends.
If this (or another encounter area door) is what’s preventing you from walking back, I recommend you slow your overpowered roll and DPS very, very slowly.
Otherwise, hearthstone or other teleport device is your answer, inconvenient or not.
ETA: the “talk to an NPC to teleport out” feature was added to instances much after MoP. Legion, I think. The fact the devs didn’t retrofit that feature to every legacy instance wouldn’t be considered a bug; your wanting them to do so is a feature request and belongs either in a suggestion in the in-game help menu, or a post in General Discussion.

Its been a bug/feature for years. Shame Blizzard cant seem to go back and fix these things.

That happens to nearly every boss that has a door close on you.
Here I am in 2025 just finding this out
