During Noblegarden 2025, Blizzard reduced the level required for Noble Flying Carpet from 45 to 10 through a hotfix a few days into the event. Comments confirmed that level 10-20 that got the mount drop added it to their accounts a few days later. So there is precedent already set.
Chrono Corsair mount that all players can start working to earn it from June 17, 2025 will be obtainable from level 10 onwards, yet the Infinite Timereaver can’t be added to accounts.
