Can't Kick Player From Guild

There is a character in my guild that I am attempting to kick due to them being in active.

I get a notification that they were kicked when I remove them, followed by a yellow message saying whatever character I am on, is currently not in my guild, and then another notification that the character I just kicked somehow rejoined.

I would rather open this as a ticket, than a bug report so I can give the character name, but there is no option for something like this to create a ticket for.

Other members of my guild with the power to kick people have also attempted this with the same result.
