Supposedly the quest line begins with Gazlowe and Renzik in the foundation hall. However neither of them is visible to me on the PTR.
Is there some requirement or attunement I have to fulfill in order to start the quest line?
I was in a similar position and ended up doing both the Siren Isle unlock and the 11.0.7 teaser quest to unlock the 11.1 quest line. The latter was very definitely required, the former might be skippable.
You need to have completed the quest chain starting with Lingering Shadows (from Alleria in the foundation hall) on the character you copy to the PTR.
If you have completed it on any character, copy that one to the PTR. If you want to use a different character, go back to LIVE, complete the chain on that character and then copy them to PTR again.

I found this thread cause I was trying to figure out why I can’t find the quest to start the Undermine stuff. On live when I run a command it says I finished the Lingering Shadows quests, but on the PTR it says I have not, however the quest does not show up for me to do either.

On the PTR only, warband completions don’t transfer over with your character copy. This means you need to do the pre-quest on the character you end up copying over in order to pick up the chain on the PTR.
I think it’s called Lingering Shadows and you pick it up from Alleria in the Foundation Hall. If you can’t pick it up on your PTR character, either copy over the character that already completed it, or do the quest (on Live) on the character you want to copy and then copy them after.

I confirmed that I completed the Lingering Shadows with the script on wow. I went to the PTR and on the same character I copied that had the quest finished, ran the quest script again the PTR copy. It is not completed.
I went all over Dorn pinging Gazlowe, Renzik, and Alleria. They are nowhere in the city for me to pick up Alleria’s or Renzik quest.

The quest will show as completed on live if any of your characters completed it (its shared by warband). That doesn’t mean that was the character that completed it. You need to copy the actual character that completed it.
I am having the same problem as the OP. I only have one level 80 character and have completed all required quests (confirmed by running the script). On the PTR, the NPCs are not there and I am getting the pop-up for the first TWW quest to go talk to Jaina.
I just tried to do a new test and logged out on retail in Dorn, opened the PTR and created a new copy of that character on the PTR on it’s own realm. Neither are in a Warband. When I log into the PTR I’m standing in the same spot as I was on retail, with the same inventory; however, I lost my transmog and all of my TWW quest progress as well as 3,000 achievement points, even though the achievement window shows I completed The War Within achievement for completing all storylines.

I completed lingering shadows on my main and copied him to the ptr, but i just get “the war within” quest

Same issue here. I have completed the Lingering Shadows quests on this character, but when I copy it to the PTR the quests come back “false” on a completion test and there is no available quest to get to the new zone.
Exactly what is happening to me. No quest giver.
