Can't get these last 2 Argus rares

I’ve checked these 2 a lot (they are supposed to just be generic world rare bosses) and they just will not spawn in at the locations people say they do.

They have no specific requirements from what I’ve read.

Any help?

Most Argus rares are on a “rotation” (I think it is 6 hours or so). Unless they are up for a world quest at which point they are up for 24 hours.
