Everything I find says all I need is level 50 and all three alliance reps up to friendly at least. I am level 55, and have honored with two, friendly with the last. And I still cannot get this quest. I’ve gone directly to Greymane and still nothing. I tried looking this up but seriously everything just says “Be level 50, have friendly reps, go to the harbor”. I don’t understand what I’m missing here.
I thought on both alliance and horde you needed to meet magni in Silithus? Was under the impression it was a storyline convergence point.
Try going to Silithus from the alliance portal hub in BFA. If the portal to Silithus is not there, then you got some questing to do somewhere.
Let me know how you make out, I’m gonna need that info soon. Heh
After you unlock world quests in BFA, the Nazjatar questline is opened up. You have to complete ‘‘Uniting Kul’Tiars’’ on at least 1 toon on your account, this is what opens the world quests.

I have completed it and unlocked world questing, and I also have all three bases set up. But still no Wolf’s Offensive
Update: Relogged, have send the fleet. I’m not gonna question it, thanks guys
Do you have any legion class order hall quests in your log? I’ve read where that has bugged it in the passed.
I relogged and it Send the Fleet showed up. I have no idea what happened to Wolf’s Offensive but w/e

You also have to have your heart of azeroth unlocked.
i see you sorted the issue, but for future reference… it helps to post on the character in question when asking stuff like this… or at least give a character/realm name so someone can look it up for you if you don’t want to look it up for yourself.
if you don’t want to do that, we’re all just flailing in the dark.

it was removed after Shadowlands was launched.

If you change factions, you need to do all of the questlines that lead up to that. Questlines do not swap when you faction change.

Achievements on alts don’t count.
