Check if you picked it up already. No item needed to start.
naw, never quested. did dungeons to level to 60. for some reason he doesn’t offer the quest? i think this quest chain is needed for covenent?
Not needed for covenant, it’s attached to an achievement (check the page I linked).
It should just be there. I’ve picked it up doing Threads of Fate line on other toons.

As you can see they are an optional storyline. The covenant quests are given for renown levels. I’ve gone through covenant quests without touching all of the sojourner quests on some toons. You don’t have to do them unless you want the achievement, rewards, or levels.
