Breaching the tomb completed and no class mount in order hall.
Which class? Did you accept the quest at Deliverance Point that sends you to the NPC in your Class Hall?

You have to do a scenario that involves killing a few NPC's, etc - each class' scenario is different but they pretty much work the same way. Sounds like you are missing your final quest to start the scenario. Go back to Deliverance Point to check for ! Or look to see if you have a ! In your class hall (or outside your class hall -- I think my hunter's was outside the actual hall itself but can't totally remember.
There will be a NPC at Deliverance Point that has a quest to see someone at your order hall.

I completed the quest line for class mount even told that it was added to my collection and i can not find it in my collection.

If you mean for your Hunter you are posting with, I see the "Huntmaster's Loyal Wolfhawk" in your mount collection on the Armory.
I would suggest fiddling around with the filters in your mount journal in game to make sure that Collected & Sources are all checked. If that still doesn't help, then you will want to do a full UI reset (as detailed below).
Follow these steps to reset your user interface to default settings.1. Exit the game.
2. In the Battle.net® Desktop Application, click Options and select Show in Explorer (Windows) or Reveal in Finder (Mac).
3. Open the World of Warcraft folder.
4. Rename the Cache, Interface, and WTF folders to CacheOld, InterfaceOld, and WTFOld.
5. Launch the game to recreate the default folder structure.
Note: Uninstall addon managers to make sure they don't re-add your removed addons. If you need help uninstalling your addon manager, refer to the website where you downloaded it.

I've went to Deliverance Point where my mount quest should be, but no luck. So I'm not sure what i'm doing wrong, I beat ToS on Normal and Raid finder, and i'm lore master of legion and I have everyone revered.

Do you have to do all that anymore? My understanding is that now all you have to do is complete the broken isles and the order hall quest line. I have done those things and still have no quest for my Shrieker.
I have flown to and from the broken isles and have logged 2x and nothing. I don't understand what I am supposed to do at this point to get my mount.

That is still all that needs to be done. After all the quests are complete on Broken Shore, you should have gotten a quest to send you back to you class hall to start the quests. Might want to run your toon through a quest checker on either wowhead or icy-veins and see if you are missing any quests.
Ok so I got the mount and still haven't killed Kil'jaeden on any difficulty (on this toon) so ToS clear is mistaken, and not lore master. All i did was complete the Broken shore campaign and my order hall, then gave it a day or so.

i for some reason can not get past the 1st step of my calss hall mounts quests
it tells me to speak to the npc to teleport me to the scenario but when i do the quest isnt given the progress it should so i cant complete the quest

Champion Cyssa Dawnrose on Deliverance Point (43, 63) gives the starting quest for your class hall mount after you finished Breaching the Tomb.

I’m in the same situation. Can’t start the second quest. I believed i bugged it or something. Should I make a ticket?
Abandoning the quest and re-acquiring it can sometimes help these types of situations.
I have been working on Paladins class mount with no success. I have done the order Hall quests chain, Paladins quest chain, Breaching the Tomb, Champions of Legionfall and I am stuck. The final quest chain has not appeared. Are there other requirements, other than quests, that I may have missed, in order to get the final quest chain to appear?
I put in a ticket to support but the GM's kept referring me to the last quest chain on WOWhead. They closed the ticket as resolved. They got a piss poor feedback survey as a result and I cannot even re-open the ticket as they seem to not archive the tickets.

You're not finding the initial quest because you've already started the quest chain.
You left off on the quest "A Few Things First" were you need to get 25 Leystone Ore and a Sumarian Diamond.
It starts and ends with Alard Schmied in Suramar City.

I eventually found Alard Schmied and picked up where I had left off and was the proud owner of new Paladin steeds that are not eleks . Thank you.
After you Complete Breaching the Tomb, Grovewarden Proudhorn, to the right of the Command Center, will give you the quest to talk to Thisalee for the mount quest. Just putting this in here for those OTHERS who found it an incredible pain in the tail to figure out WHERE you were supposed to go, to find her.
