Can't find the right Khadgar for Uniting the Isles

Hey, needing a little help or insight.

In Legion I unlocked WQs on a toon. Since then, on countless other toons, when I’ve went to Dalaran I would just go to Khadgar, accept and complete the quest 'Uniting the Isles" and then boom - that toon could do Legion World Quests.

On this Paladin. I never got around to do that. But I started playing around with the Class Order Hall and also for whatever reason decided to start the zone quests (starting with Stormheim).

This weekend I was farming blood for Legion BS’ing, and realized it would be easier to do so via WQs. But, when I went to go find Khadgar, he was not in his usual spot (and neither of the two Khadgars near the echo quest hub had the ‘uniting the isles’ quest).

It’s been a while since this toon talked to Khadgar to start Stormheim and now. But I remember that Khadgar asking me to meet on the landing, there’s a parade of NPCs leading to it, and his familiar ready to take me to the zone quests in Stormheim.

Am I now unable to skip the zone quests on this paladin and just turn in ‘uniting the isles’?

I tried abandoning everything Legion related, but the correct Khadgar never showed back up in the palace area.

Any suggestions / insight?

There are phasing issues for level 70s due to the current quests. If you haven’t done the Harbinger questline on the character yet, start with that. (Probably doesn’t hurt to do the radiant echo quests either.) If that doesn’t work, report it as a bug. (And hope that maybe it fixes itself when TWW launches.)

Ah - thanks for that info - I’ve already done the harbinger quest and she’s not there. And I’ve done the echo breadcrumb. I’ll report it as a bug and fingers crossed it works in TWW <.<

I had the same issue. Once i completed The bronzebeard Family quest khadgar had a quest called only darkness which is a quest to do with the prepatch i believe. After completing that Khadgar appeared in the violet citadel and i could grab uniting the isles off him.
