Got “Descent Into Madness” quest from Wrathion on Wraithe, Alliance, Runetotem.
Traveled through SW port to Vale but no Horrific Vision portal or quest giver anywhere in Vale or in Ulduum, which I checked next.
Can’t upgrade cloak folks until you guys fix this.

He is actually talking about the mini vision, not the horrific one. It should be a small icon on the map in the southern area of the vale atm.
The Lesser Visions will always only be in the zone under major assault. Just FYI for next week when Uldum is under major assault.
