sry i am a returning player and i cant find conjurer margoss in dalaran, the wall is not even broken, do i need the BoA to be able to see the NPC?

If you’re taking the Dalaran portal from your capital city, that will put you in the original Dalaran from WoLK era. You need to take the portal to Azsuna, and from there take the flight path/fly to Legion-era Dalaran.

What Vhx said. Sounds like you’re going to old dal, not new dal. There’s actually 3 dal’s. Ancient dal is the crater where the city originally was. Old dal is Northrend dal. New dal is Legion dal.
If this is the Character that you are trying to find Conjurer Margoss on than you won’t be able to find him. You need a Character of at least 98, and BfA, to start Broken Isles where the Dalaran he is part of is located.
or a mage port. 
Believe that if the Character is not 98 and having completed the Broken Isle quest they can not start his quests!
Who said anything about quests? It just says find him lol 
I do know that my alt had NO broken isle progress, but was able to start the quest at level 100. She leveled in timewalking and got a dal port. Was not able to get quest at sub-100.
