I decided to start my new leveling experience in Legion and am working on the artifact weapon quest for subtlety rogues, but at level 17 I can’t pickpocket the Soulkeeper until level 24, when you learn that ability. Just a heads up in case anyone else tries to do this too.

Look up in the quest tab on upper right of screen, it’s like a quest item, I thought the same thing at first

Same with priest, you need mind control for one of the quests which you don’t get until level 34, although this is after you get the weapons so it’s not quite the same.
Think it’s worth noting that there may be additional requirements for class hall quests for any class
