I’m lost on this, I Queued for Heroic dungeon wait 10 min as a dps get in and the tank leaves before we even move, then a moment later the Healer leaves…then a dps leaves…We have not done anything at all. So I leave now I have to wait 15 min to Queue to wait another 10 min…I know they made the Change so people would stop just leaving but this seems messed up that 3 out of 5 people leave and me and the last dps still get hit with a 15 min debuff.
So you left and got hit with a deserter debuff. Explain to me how it’s not working as intended?
If someone leaves during a dungeon you are at the top of the fill priority. You could have easily waited for it to auto fill.

The backfill is generally less than 25 minutes. You could have stayed, teleported out of dungeon and done some random stuff until it fills
More like 25 seconds.
