I just worked this out for me, it was critical that you do the quest.

You have to do the quest to unlock the Heart or WQ, War campaign or nothing will start.
The problem has been solved already, but the thing was you get that quest and there’s nothing else. You get the neck and that’s it for BFA, no access to any other quests in BFA.
