Can't discover new tinkers

so after warband launched i discovered that i had characters i hadn’t played in years
one was an engineer with maxed northrend engineering, but he only had two tinkers, the mind control one, and the speed boost.
i know there are a handful more, like the parachute

i know if i have a new character and max its northrend engineer, i get all the tinkers as i level up

so to unlock these tinkers, i’ve tried creating tinkers on my belt, but it hasn’t unlocked any new tinkers, even though i’ve created over 20 of these tinkers

what else can i try?

I’d try going straight to the Northrend trainer himself.

Not sure quite how up to date it is but it’s saying you learn it from him.
