Can’t delete a character because he has an email by “The Postmaster” and I don’t know who he is
And as consequence, I can’t do a 50 lvl boost to a level 1 character. I am frankly sich of this situation after a 90 dollars payment
Is that character unable to open that mail?
Mail from the postmaster is usually loot that didn’t make it into your bags.
Log in and check mail.
Postmaster mail is the game system that catches loot that dropped but u didn’t pick up or for in-game events like the Anniversary event where it sends xp buff and cosmetics to everyone.

Log in to clean out your mailbox. Readers can try to give you helpful suggestions. But they can’t give you your money back.
If you put in a ticket, whoever answers it will likely tell you to log into that character and clean out your mailbox, since there is no bug involved.

I’m seriously asking because I already answered you in the thread you created in Technical Support - and provided several different avenues you could take for a resolution, before you refund your entire purchase over not being able to delete a character.
Which I still maintain is cutting off your nose to spite your face. (Taking a large, unnecessary action to fix a much smaller one, when the large, unnecessary action hurts you as much - or worse - than the smaller one.)
There are thousands of hours of content to play through; if you indeed hinged your purchase on being able to delete one character, then my apologies. I am not sure why one would do that - but we do have our personal needs when it comes to subjective entertainment, so I get it from that point of view. You specifically purchased DF because you wanted to delete a character.
Honestly, though, that’s like taking back your new car for a refund because you don’t care for the shape of the key, even AFTER the car dealer explained to you that if you ask at window #4, or wait a few days, the key will be changed to something you like!
Anyway:
Honestly, try the suggestions there before you nuke your whole purchase.
