Likely a missed or incomplete quest for the area that you need to do to change phasing so you could do Instruments of Destruction.

You are flying into Krazzlefrazz Outpost as a Vulpera. To stop this phasing, you should complete the quest chain from the Banshee’s Wail (Drustvar at the Scouting map), part of the war campaign, to establish the outpost. This phasing interferes with a fair amount of Horde progress in Kul’Tiras, including any Champions of Azeroth WQs that appear in the area next to it.

I did all the pre-requisite quests so i dropped quest and picked it back up. Was then able to complete quest
