Can't complete a quest Rise of the Brotherhood (Low-Level)

Issue: I can’t complete this mission even though I’ve completed all quests of the Kul Tiras.

Same here. Captain Jes doesn’t appear anywhere in SW. I’ve done the pre-quests for Kul Tiras also.
