I tried to find this issue, with no luck so I’m making a new post.
I decided to make a new forsaken hunter (because undead beasts yay!) and wanted to try out Exile’s Reach as well.
After I got out of there, I went to do a little questing in WoD and Pandaria. Came back and spoke with Chromie and she won’t talk to me. So I went to the little goblin and found the stables, etc etc. Got all the way up to where Grimaxe takes you to the warchief, spoke to Sylvanas (I didn’t take the opt-out option, “I already know my way around/exit tutorial,” and now I really wish I had done so!). As soon as I spoke to Sylvanas, Grimaxe completely disappeared, and I got tossed into the Zandalar opener quests. I thought “Okay, no biggie, maybe it wants me to do that then I can come back and talk to Chromie…”
I went to Zandalar, got “Welcome to Zandalar” achievement, and came back to Chromie. Still no Grimaxe in Grommash Hold.
I disabled all my addons, dumped every quest out of my log (thinking maybe it was a phasing issue with another quest already in my logs), and still nothing.
Then I had my hubby do the intro/tour quests, and Grimaxe stuck around for him and he was able to finish it the right way, and Chromie time is available to him. So it’s totally just me.
I’m thinking maybe it was a quest I had in my logs, I had a few from the Command Board for new quests/areas, and I’m wondering if this created a phasing issue. Since I’ve dumped the quests, BUT already went to Zandalar, I’m thinking I have somehow bugged it out.
Anyone know of a work-around or a fix?
Additional problems now (this is the OP, btw):
Since my hubby was able to finish, we are now phased from each other. He chose Northrend, and if I go with him on the boat, we’re phased. We were doing some stuff in Pandaria, and when we go there together we are phased from each other. This has us really frustrated, and I’ve gotten to 31 so I would hate to have to restart the character.
I should mention I have several alliance AND horde toons at max level. I’ve done both the warfront questlines up until you get the horse mount for horde, and the wolf for alliance, so I’m obviously not ‘new’ to the game (been playing since WoTLK).
This is just very frustrating, when we just want to play together, and I’ve been all over Org looking for anything I may have missed.
I have the same issue. I somehow missed the “I already know my way around” button, and now don’t have access to Chromie time. She just says “you need to finish exploring the city first”. I don’t any quests in Orgrimmar, and I got the character to level 44 through selecting WoD from the adventure board. WoD only scales to 40 without Chromie time, so I’m stuck going through BfA for the last few levels.
UPDATE:
I had a friend do the Exile’s Reach/Orgrimmar Tour.
We quest synced at the part where you meet Grimaxe in Grommash Hold. It worked!!! I was able to finish the tour quests, I chose the “Skip” option, and was able to immediately talk to Chromie.
@ogzuss You may want to have a friend do the same. Hope it works for you as well 
I’m in the same boat. But I don’t have someone to sync to. It would make just as much sense to remake my character and do it all over.
