I am a level 50 demon hunter, I wanted to do the bfa war campaign but upon finishing the quest that gives me the heart of azeroth, I did not get a prompt for the next quest.
This issue is present for many players, a number of other players with the same issue can be found in this thread:

It seems you are not yet aware of this issue since many players have been getting responses from the support team saying “we cannot give game tips”, even players that are doing the war campaign on different characters and know the path.

This issue was fixed earlier today. You can pick up Tides of War from the NPC in front of the board in the middle of trade district in Stormwind. I was able to start it at least as early as 2pm EST. You might have to turn Chromie time off to see it though.
You can also check if you already did it, and maybe need to find a followup quest to continue, by running:
/dump C_QuestLog.IsQuestFlaggedCompleted(46727)If it says [1]=false then you should be able to pick it up, if it says [1]=true then you have already started the intro. 46727 is the quest ID for Tides of War, you can find this on wowhead and try that command with all the followup quests until you get [1]=false to figure out which one you need to pick up.
Note that the BFA intro questline that unlocks Boralus and the War Campaign is completely independent from the quest that gives you your necklace at level 50.
If you want to continue the necklace questline after unlocking your necklace, you have to do the Nazjatar intro quest given to you by Matthias Shaw on the mission table boat in Boralus. This quest does require the BFA intro though to my knowledge.

Similar to Alliance, you simply go to Orgrimmar and pick it up from the NPC (Warchief’s Herald) in front of the board in the middle of Valley of Strength.
If you’ve already unlocked Dazar’alor (the portal room is there, complete with working portals), you can continue on your neck questline by doing the Nazjatar introduction quests starting with:
