Can't accept pre-quest for priest temple quest

I cannot accept the pre-quest for the priest dungeon quest named “Blood of Morphaz” on my 59-priest on Mankrik. Normally one would start the quest chain with the quest “Cenarion Aid” given by Ur’kyo in Orgrimmar. I also tried to take the 2nd quest in the chain in Azshara “Of Coursers we know” of Ogtinc, but he won’t talk to me.

Since I boosted this priest I am assuming the bug is related to that.

I’m having this same problem on a priest I boosted alliance side. Neither Brother Joshua or High Priest Rohan will give me “Cenarion Aid”.
