Killed rasa no option to turn in at seat of aspects for Cannot Turn in Vault of Incarnates Fury of the Storm Eater.

Same here, no option to talk with Kalecgos in Valdrakken

Figured it out, the quest info mistakenly says to turn it into Kalecgos in Valdrakken, but you can only turn it into him within the raid starting area (within Vault entrance)
