Cannot turn in the Alliance BFA quest "A New Dawn"

When i go into the harbor masters office Taelia is there but she has no quest turn in available for me.

Same with me, abandoned and reacquired, no help. Question mark on map is correct location, label etc.

I figured it out, if you have the Tol Dagor dungeon quest from Flynn, abandon that and you should be able to turn in the quest to Taelia

That worked thank you! Reacquired the Tol Dagor quest from Flynn in Bridgeport.

I do have that Dungeon quest… Should I complete it or just drop?

That worked by the way. It reset Tallia in the room which allowed that turn in and for me to speak to her to take Drustvar. Thanks.
