I completed all of the quests in Remix for the Shadow Pan Garrison. Turned in one of them, to get to 70, then all of the quest givers disappeared.
I have since completed all the scenarios from Vereesa Windrunner (Isle of Thunder), and the Niuzao Temple, neither has solved it.
The fighting on the bridge to Niuzao Temple is gone, and all of the NPCs are standing in a semi-circle at the Garrison.
Leave the area and come back. Did you just hit exalted with Shado Pan and go help them defend Nuziao at the temple across the bridge? They stand in a semi-circle to celebrate that you are a Shado Pan now, but they don’t have a set way to disperse and go back to doing what they usually do. (I went through this yesterday on a toon.)
The solution was to go across the bridge and turn in something that I thought was completely unrelated. Came back and the NPCs were there to turn in the quests.
