I am unable to turn in the quest “A Cycle of Hatred” on the Horde side with my Zandalari Troll.
I have already completed the Vulpera Allied Race quest line before I started leveling this character/
I removed all my quests, disabled all addons. Everytime I go to visit Sylvanas in Grommash Hold it phases.
It seems like its stuck in the Mission Statement quest phase because the Broken Tusk still has Nathanos, Rokhan and Thalyssra which are also phased when I enter and leave. I dont know how to get out of this phase.

This is a problem for me also, I have tried multiple fixes and spoken with GM’s for the last few days but nothing seems to be working. I have given up at this point. It just seems my character is broken.

Im having the same issue too, ive tried everything and still cant get the quest working.
I also cannot turn this in.
I’m having this issue today.
Rokhan is there and I have tried abandoning all other quests to get Sylvanas to phase in. I just came back to the game to level a character to 70 and unlock the allied races.
Oh, I’ve unlocked Vulpera since completing their quest line was one possible fix.
I was having this issue. I had finished unlocking Vulps long ago, and was trying to unlock the Zandalari Trolls. I got to the point of turning in A Cycle of Hatred to Sylvanas in Grommash Hold but she wasn’t there. The ONLY way I managed to “fix” this was by accepting The Battle for Lordaeron from Saurfang, walking over to Isabella and selecting “Skip this, I’ve heard it before” which asks “are you sure?” Behind the warning you can see Sylvanas appear with a big yellow ? over her head. Now you can turn in A Cycle of Hatred.
