You need RBG rating to xmog to r12/13 gear.
That’s how it was in OG Cata as well.
Oh okay. Pretty arbitrary, didn’t have to reclear naxx to xmog my full t3, oh well.
You need either needed to get R8 in vanilla classic, or need RBG rating but one thing I noticed is the vendor isn’t at Area 52 either so a fix for that would be nice.

That’s currently the main issue.
Without the replica vendor we can’t see how they may have managed to mess up the rest of the replica requirements.
You need the new rank from RBG to get it. Was like that in original Cata. I have the full R14 set and R14 title but I cant mog it. I can wear the gear though lol.
I have the rank 11 Vanilla title and have most of the replica rare set mogged on this character despite never having done RBGs.
I would like to also mog the rare set for my Commander ranked classic character but they either forgot or deliberately neglected to include the replica vendor at Area 52.
You do NOT need the title from RBGs. It is an either or system.
OG FOS Vanilla Title Legionnaire/Knight-Captain or higher, OR the new title from RBG’s. Stop repeating this nonsense.
The existing gear is never moggable. You need to purchase replica gear which is just missing for the moment.

In Area 52 a set of vendors has replaced the PvP Vendors who used to live there. Grex Brainboiler, Krixel Pinchwhistle, Tini Smalls, Kezzik the Striker, Big Zokk Torquewrench, and Leeni “Smiley” Smalls. These vendors sell new, transmogrifiable versions of the classic armor to players who have the Feat of Strength for Legionnaire/Knight-Captain or higher under the old PvP system.
There was a bug with the Feat of Strength granting access to these items, but was hotfixed within the last couple of minutes. If you meet the criteria log out and back in and you should be able to access the vendor.
Some of the listed vendors are there, just don’t have the replica gear from what I understand.
