I have tried to submit a ticket in-game and nothing happens. How can I contact Blizzard Support?

Forgive me on the detail. I am trying to create an incident with connection issues in WOW retail. I attach all the files with description and hit submit and it goes to the top of the page. I made sure no big files were added. I am only attaching, .txt, .PNG and .info (https://us.battle.net/support/en/help/contact/162/ticket)
Figured out issue. The issue was that the file type for the MSINFO was not .txt, I didn’t export it to .txt. I wasn’t getting any red winks from the Web Page
