I’m Alliance and on the “Ship taken to the Broken Shore 0/1” Part, but the ship is simply missing.
The NPCs who ride the ship are here, but because the ship is gone they are just swimming in the harbor. The captain is highlighted, but apparently she can’t talk and swim at the same time.

I wasn’t able to get that far. The objectives for the previous quest didn’t appear for me.
Well I rerolled (she was only lvl 10) and skipped the intro. When I got to Dalaran the quest reverted back to talking to the boat NPC… I relogged a few times and finally can continue!
Currently having this issue. Didnt skip the scenario either, im able to accept the quest however the boat doesn’t spawn and all the NPC’s that would be on it are swimming in the water and un interactable.
I also have this issue, but was able to find a workaround. Abandon the quest that has you go to the non-existent ship, this forces the recruiter where you picked up the first quest to respawn. Talk to him again and he has the skip dialogue. This will get you into legion Dalaran and the rest of the expac, but as it stands right now there is no way to complete the scenario (at least on ally side).
I am also having this problem. I really wish to do this questline.

All boys, here’s me trying 2days with all kinds of solution that i can imagine and finally got a way to get pass this mess.
Just ask a priest to give you levitate, float to that captain’s face and talk to her. Boom, you are good to go!!! Have fun!!!

Hey guys, today i tried to show my cousin the legion xpac and encountered this issue what we did to make it work is to jump over the npc and click the options while youre jumping, we tried for 2 hours and we discovered that, so all he did was keep jumping while clicking and it worked
you need to be in a static flying or a priest that gives you levitate
If you have an Anglers’ Water Strider you can mount up and run on top of her in the water to start the cut scene.
