I am now renown 22 but the quest for Chapter 9 just isn’t even there. I can’t start it and there is no indication of what I have to do if there is anything I can do so I can start my quest.

Renown 23 and cannot get it to pop either.
Just out of curiosity did you level with Threads or through the regular questline?
SOLVED – If you haven’t completed Mirror Maker of the Master questline you wont get chapter 9!

This fixed it for me! I can now see chapter 9!
Glad I found this, I thought I was missing something. The quest isn’t marked with the campaign symbol, so you wouldn’t know it is required.
