In Excavation Site 9, forgot to speak to Craggle at the start of the delve. After finishing the entire thing, went back up and spoke to him. He moved down to his lower location, but its impossible to speak to him to start the boss encounter.
This is a well known bug. Just reporting to keep up visibility. Incredibly annoying to lose 20 minutes with no recourse for something so silly.
