Cannot select allied race, specifically High Mountain Tauren after completing both the requirements.
Which “both” requirements are you speaking of?
And did you do the quest chain to unlock them after you met the requirements? Note, if you had already started a different allied race quest chain on your account and not completed it, you cannot start a new one until the previous one is fully completed.
Like Jetsum said, after you met the achievement requirements to unlock the race you need to complete the unlock questline at your Embassy in Orgrimmar.
I believe that is one of the first quests needed to begin unlocking the race. Upon completion of the entire quest chain you will get the achievement below.
Once you have that you should be able to make Highmountain Taurens in the character creation screen.
