This happens on one toon. I have 3 toons in TWW now and it only happens on my druid.
When I press ESC and log out then I can see all NPC the second it uses to log out but apart from that no. I’ve tried to zone out and back in again without any luck. Tried to fly out, seeing NPC’s outside Dornogal, but nothing when I come back in again. Tried to reload without any difference.
One the 2 other toons it takes maybe 1 second before I can see them but they are there. Can see other players without any problems.

I have the exact same issue… funny enough, it’s on my druid as well… No other characters have the issue. My druid is the sole one. Zandalari Druid.

Mine is Nightelf.
I have the same issue on my night elf druid… only in this city… everywhere else is fine…

I just noticed the same thing on my alliance. Void elf mage. Very annoying.
What fixed this for me was when I realized I had not done the campaign quest called “To Dornogal” where you have to speak with Baelgrimm. It even says on that quest at the bottom that during this quest, most services in Dornogal will be unavailable.
Hopefully this is the same issue that some of you are having. Once I completed that quest, all the NPC’s were there for me.

I have done that quest line on my main warlock and have skipped the intro on the 2 next toons I took there. Done the same on both toons. On my Human Palladin everything is ok and ofc on my warlock. On my druid I have picked up Engineering and mining. And then I wanted to swop from Engineering to Herbalism, just to use it for gathering mats. After I removed Engineering and wanted to pick up Herbalism was when I noticed something was wrong.
Maybe it is because I haven’t done the preseason quest line we got but I was able to pick up the quests in Dalaran that took me to Dornogal. I think I didn’t do the preseason quests on any of the toons I took through except my Warlock.
Edit: Tried to go back to Dalaran and see if I was missing something but there was nothing to see. Ported back to Isle of Dorn via Khadgar in Dalaran and nothing was changed.
Tried on my Gnome hunter and just deleted the Silithus quest line and was not seeing anything. Relogged and the Silithus quest line popped up again. Went to Silithus and skipped the intro quests from Thrall(?) there. Was ported to Dornogal and everything looks normal.

Even on my Expedition Yak the NPC’s are gone… On my Druid…
EDIT: I fixed it. I hadn’t done the campaign quest “They come from beyond”. The city was full of enemies that had to be taken down. After the quest was done and I got the quest “Impossible odds” everything looks normal.
So my bad for slacking
