When I bring up the reputation screen “U” I can scroll to the bottom with no issue. Once I get to the bottom, I cannot scroll back up and using the bar on the right does nothing as well.
If I want to get back to the top I have to /reload to get it to work again.
I can scroll as long as I do not go all the way to the bottom. Once I get to the very bottom I cannot go back up. Neither can I do anything else like expand or collapse the categories.
Upon further testing, I noticed that there is a category “Other” in the listing and it is near the very bottom just above the “Inactive” category. I noticed that once I scroll to where it appears or if I interact with this category I get the same issue of no longer being able to scroll. Some of my alts do not have this category and there is no scrolling issue. Some of the listing under “Other” are always changing and some do not make sense like right now I have listed are “Cataclysm Neutral”, “BLANK Exalted”, “The Burning Crusade Neutral”. But other times these are not listed and there are other there instead.
I also noticed that some of the reputations are in wrong categories. I have the Huojin Panderan listed under the Classic category and the only factions I have listed under Mists of Pandaria are “Emperor Shaohao”, “The Anglers”, “The Tillers” and “Shado=pan Assault” . The others may be under the Inactive category but I cannot get to it as it is under the Other category.
Almost all of my classic faction are missing. No Org, Silvermoon Thunderbluff etc. I may have moved them to inactive but I cannot get to that category as it is under the “Other” category which I think causing this entire issue.
I disabled all addons, deleted the WTF and Cache directories and the issue persists.

I have the exact same bug on one of my toon. The only thing different its i use a character transfer service on him 2 days ago. But still, my rep screen its a total mess.
I’m experiencing the exact same problem. It’s been driving me crazy. Every time I try to use it I have to reload. It will work till I try to click something.

Any fix?
There’s a thread on this on the EU forums, where it seems like the issue is having the guild rep marked as inactive. This post has a script that will make the guild rep active that can be used as a workaround. (It worked for me, at least.)

Thanks for that post. That worked for me! Still something that should have a official fix to though.
I still have the “Other” category listed with Burning Crusade and Cataclysm being listed as factions and being neutral but still is nice being able to scroll again. 
Confirming this bug is still active - workaround did help
