Title says it. Cannot que for rated pvp. says I have to be max level.

I was just about to post the same thing. Glad to know i wasnt the only one this was happening to. Glad it wasnt a shadowban or anything like that.
Not glad i cant que for rated PvP because it says i need to be max level, but yet i have been playing rated all week

same, I dont know what blizz going on right now, delay weekly maintance/launch. Diablo delay, wow with bunch of bugs.

works for some. still greyed out but you can click it again and q
