Cannot purchase gear from Timewalking vendor on low level characters

See title. You can’t purchase TW gear off the WotLK TW vendor if you’re on a character below L30.

We should be able to purchase it, considering it’s the exact same ilevel as the items that Bobadormu offers, and he allows you to purchase his gear the moment you hit L10.
