During the part of the questline where you infiltrate Stormwind, you’re supposed to let off a smoke bomb in the Auction House and then pickpocket the guards for information. I’m level 20. Rogues don’t get Pick Pocket until level 24 for some reason… sooooo wtf am I supposed to do?
The quest might give you an action button that will allow to use the pickpocket ability; when getting one of the druid artifacts on a low-level druid, there was a quest that gave me a special button to press to use the silencing beam (the actual name of which I can’t recall).
If it doesn’t, then I suppose you’ll have to hit 24 before acquiring the artifact.

Well I’m playing on a trial account so I’m capped at 20… 
This seems like a pretty dumb oversight on Blizz’s part.
You can skip the extraction quest by just talking to Nathanos after getting the cyanide and he’ll let you skip it.
Speak to Nathanos when you’re up at the rampart and accept the quest to do the scenario.
You may have to pick up the quest for the scenario, but once you’ve done that, you can talk to him again to skip.
That’s frustrating. I’m sorry – I wish I knew another way to get past it!
I think you’re thinking of one of the BfA intro quests. I don’t remember Nathanos being involved with any of the rogue artifact questlines in Legion, but I only did them once so I could be wrong.
Looking at this comment on WoWhead, it looks like you should get a button you can hit in the scenario objectives bar. (I assume like quest items can appear for quests your tracking.) If you’re not seeing it, you may have an addon interfering.

Thanks, this worked after re-logging for each segment (annoying). I use the stock UI (I know…) so not sure why it was so buggy. All good now though, ty ty.
