I made a fresh DK, and after receiving talent points a quest rewards, I cannot learn them. I can choose a specialization, and spend the points, but the “Learn” button does nothing. If I exit and re-launch the game, I can select a specialization again. Also: Selecting a specialization does not give the specialization abilities.
You have to wait until you leave the zone.
There’s another issue where your signature ability of your specialization isn’t awarded until you log out and back in. I had no frost strike after selecting frost.
Are you SURE you didn’t have it? The spellbook is totally broken, so try making a macro that is:

well it wasn’t there visually so relogging seemed to help.
there are visual bugs in many spec spellbooks,the abilities are there though.
as the shaman friend said above the macro solution is the best workaround at the moment
