I get stuck on initializing (2151424/2151424) and the cycle repeats 5 times before changing to paused and staying there indefinitely. I’ve tried switching to mobile hotspot and nothing. Will try on a third computer in a different city today and sending to the other computers via Dropbox or something and seeing if that works.
I had the exact same issue and i have 2 fixes for you, 1 EXTREMELY HARD and 1 super easy
The hard:
Today I reformatted my PC, deleted everything, and installed win11. I then installed Battle.net and then WoW and sure enough it is downloading no problem! I think I have to say I didn’t do this for WoW I wanted to update to win11 and decided to reformat everything when I did
The Easy
At the top left of Battle.net is the Blizzard symbol click that → Settings → Beta → Switch to Beta
That seemed to fix my issue the last time it happened. But recent;y there was a update and the thing wouldn’t update so I had to switch back to normal then switch back to beta and then it downloaded the update, very annoying

Windows 11 is already installed on both machines and I don’t have the option to switch to beta.
Switching to beta seems to be doing the trick for me, after several uninstalls and reinstalls of battle.net (which downloaded D3 and S2 just fine, only WoW was a problem). Now finally I am past the “initializing” part and the game is downloading.
