Tried everything I could think of (Reload, exit and restart computer, abandon and re-do quest, Disable all addons, Reinstalled game), Says complete, I get the hand in quest window but clicking or using interact to complete quest does nothing.

Same issue here. Can’t even progress without turning it in. You figure after 13 years they would figure it out.
