I was leveling with a friend that is new to wow, and found out that there is currently no way for someone with a new account to go to Pandaria, even though it’s now rated for lv10~35. The NPC that gives the starter quest no longer exist, on an old account where Timewalking is available, one could still get the starter quest through Chromie, but that’s not available on a new account. The Pandaria portal in the mage tower also doesn’t work for some reason, while the other portals (Shattrath, Dalaran, Ashran) are all working fine. Anyone else trying to go to Pandaria but found themselves stuck in the same situation?
What happens if this new account check the boards? Does the breadcrumb for Chromie not show up there? Is the new account a starter account? (assuming that might interfere)
I think I have this figured out. For a new character, they need to finish the intro quest chain to Kul’Tiras first, then return to Stormwind, and the starter quest to Pandaria, The King’s Command, will become available in the Stormwind keep. My guess is Stormwind keep is phased until the Kul‘Tiras intro quest chain is finished.

When we checked the board, it only suggested areas from other expansions. The server is down right now so I can’t check, but Pandaria is not on there. Chromie was not on the board either. We tried talking to Chromie directly and she said something like come back later instead of giving the options to choose a timeline. The new account already has subscription so it’s no longer a starter account.
