All quests complete (according to BTW addon, WowWiki and manual check for step before this being complete from WowHead)
All 3 reps >= Friendly

Well, if it is any solace. I am having the same problem on the horde.
It looks like it now requires level 60, so if you’re below 60, that’s probably the issue.
If you’re at least 60, have the Heart of Azeroth, and have done the 3 foothold quests (so when you talk to the captain they have 3 zones to travel to that aren’t listed as “quest”) then the next step is to put in a ticket.
