I have a lvl 120 hunter who Had Titanstrike back in legion. I NEVER GOT HATI in legion.
Can I get him now in anyway shape or form without having never had HAti in legion?

I never had/used Hati in Legion either and I was able to complete the BFA quest line to tame him.
When you say that you can’t get the quest, is it because Mimiron isn’t present? Or he is, but he has no quest available? Or something else?
Check your quest log just in case you started the quest chain but somehow stopped tracking it. If nothing shows there, you may have started the chain but then dropped it somewhere along the way. Here’s the list of the quests that you can go through to see where you left off (it’s the 2nd comment):
