Cannot get Khadgar's Discovery

I recently purchased the Battle for Azeroth expansion because I learned of the new Allied Races being in the game so I thought of unlocking the Nightborne race. I used my level 110 character boost and found the quest I need to do to start. Below is the quest and problem I am having (keep in mind that this is a boosted character). I have having trouble starting the Suramar storyline because of this below:

Quest name: Khadgar’s Discovery
Issue: The NPC is not giving me the quest.

I have looked up on multiple sites and forums to get help, but nothing is helping. I’ve spent hours in trying different things, getting my Order Hall, and tried looking on the Scouting Map, but Suramar is not showing up as a clickable area to begin the quest.

Suramar is also NOT listed as a task to begin in my Adventurer Guide.

You need to travel to the eventual entrance to Shal’aran. Thal’ryssa should be waiting for you in the cave with a quest to explore the cave, pick up some mana crystals, etc.

I’m there now, but the only quests she has to give me is “An Old Ally” and “Oculeth’s Workshop”

Nothing about exploring the cave
