Cannot get "A Dying World" Quest

I’m currently trying to get the Alliance side achievements for Two Sides to Every Tale and I’m stuck. I have figured out that I need the Heart of Azeroth in order to finish the “Ready for War” achievement, which is required to to do the “Tides of Vengeance” achievements.

I have checked every resource available to me to try to figure out how to get A Dying World to pop up in Boralus, but nothing. I have completed the Dragonflight intro quest, I have completed the BFA intro quest. Nothing.

I have even gone to Silithus Directly to see if Magni would give me the heart of azeroth directly. Nothing.

I would really appreciate someone pointing me in the right direction to get the quest to pop up for me. This has become an incredibly frustrating endeavor.

If it helps at all. I already have A Nation United, Zandalar Forever, and the Horde side Tides of Vengeance achievements completed.

If it’s the character you’re posting on, Wowhead is showing you’re missing some of the Dragonflight intro quests. (I think these can be easy to skip on alts without realizing it.)

So, specific quests to check for:

To the Dragon Isles (or the optional breadcrumb to it The Call of the Isles)
Explorer’s in Peril
Primal Pests
Practice Materials
