The issue has been fixed.
It depends on location you are trying to fly I guess. Skyriding/Dragonflight should be avaliable in most areas. Straight flight requires achievements in DF/TWW areas.
Guess it would also depend on what mount you are trying to use. Ground mounts won’t fly, but as far as I know, flying mounts can be switched from Straight to Sky depending on your flight skill and achievements completed.
Changing your flight style should give feedback if you can’t use a flight skill in a particular area.

I’m not seeing any quest achievements in Dragonflight, I’m not sure if Dragonflight is included in the boost, which i think you did, can you open your adventure journal to see if there are quests for the Dragon Isles?
