Seems to be a known bug.

Thanks - submitted one in that section. Will wait and see. Weird update so far - had a buddy queue us for a BFA dungeon, which I was able to complete. Now in my Dungeons & Raids, I can queue for random WoD dungeons and random BFA dungeons. Attacking a rat in Orgrimmar has me do very low damage so it appears I am definitely still stuck.
