Cannot drag dragonrisding abilities from menu to action bar

As of today, I can’t drag any of my dragonriding abilities from the menu onto my action bar.
yes, I have dragonriding activated, not normal slow flight.
Yes, I am actually mounted, and do have the dragon riding action bar showing.

I can drag abilities around ON the action bar.
however, I can’t add anything from the dragonriding menu itself onto my action bar.

This seems to be on all my toons.
I haven’t checked if it’s only in War Within zones. The two toons I tried it on happen to be there.

I don’t have regular flying yet, anyways.

EDIT:
Just tested it on a toon who hasn’t made it to War Within yet, and he can’t drag anything from the menu onto his action bar either.

which menu? The one at the top of the mounts pane, or the pop-out spell menu in your spellbook?

go into edit mode there’s option to show other i forgot what is the name of the Dragon riding one but it’s not obvious

I KNOW I’ve dragged things from there before, like when I selected whirling whatever over the electric birdy ability.

I’ve never tried dragging them from there, only setting them. I just tested and they don’t drag from there for me either. Only from the pop-out menu in the spellbook.
