Cannot Complete Quest [An End to the Killing]

I currently cannot turn in the quest due to the fact that High Exarch Turalyon is sitting in throne and not King Anduin. I have researched and people have said that the common issue is that Anduin is phased somewhere’s else but I have no current quests that should be phasing him out of Stormwind Keep. I submitted a ticket but the fixes in their reply did not help either. Is anyone else having this issue currently?
