I have completed it twice, but the quest return marker has no NPC to turn it in to.

Same. I tried to turn in the quest where the “?” shows up on the map (and where screenshots say it should be) and there’s no NPC there. I saw an earlier post that was from about 3 weeks ago where devs said it was solved, but it looks like the glitch is back.

Yup this is a bug with the waypoint. The waypoint is wrong… Majordomo is where the ruby life pools dungeon entrance is…
The waypoint mistake is for the quest Egg Evac instead where Majordomo shows up later.
